Finally applet and notification icons comes back into the same "conceptual" item you can place anywhere you want by using a very simple policy it seems.
Now let's make all of them behave in the same and coherent way, for example I think every item you can place on the panel should use a coherent popup menu and the same selection hint: select one of them, it gets highlighted (just like the tomboy applet) then you can drag the pointer to pass trough all menus (OSX does this IIRC) of every item without having to click again.
